Position: Senior Cost Engineer

Job Description:
• 8 years of working experience
• Min. 5 years of cost engineering or quantity surveying experience in offshore and oil & gas industry
• Min. 2 years shall have been spent in supervision of cost engineering or cost management system
• Shall be conversant and have working knowledge with the relevant standards and code of practice
• Excellent analytical, oral and written communication skills
• Fully versed with Cost Control principles and techniques
Responsibilities:
Supervise and/or execute the following (not exhaustive):
• Verification of PCM & ACM/SE
• Provide ACV monitoring, its projection based on actual, and potential variations
• Attend contract commercial meeting as per BSP contract schedule
• Provide contractual & commercial advisory roles to PM/CH
• Provide raw cost estimates for any ad hoc/unplanned requests as per BSP instruction
• To monitor and assess VOWD (Value of Work Done) on a monthly basis and perpare monthly report on all BSP contracts in terms of actual spend/value of work done vs planned phasing contracts
• Verify all work pack quantity for all works under all BSP contracts
• Review of Site Instructions, change management, evaluate star rates and variation to contracts for all BSP contracts
• Support finance in measurement and confirmation of monthly accruals to confirm invoicing as per contract and BSP service entry
• Forecast the cost impact due to change of scope, schedules, vessel fleet and change of specifications etc.
• Also to develop mitigation plan
• Review of technical and commercial benchmarking of Third Party resources for specialist work; inc. costing of specialist work for negotiation
• Review Contractor's PCM and ACM
• Verifying Contractor's invoices and claims
• Quantity take-off for ACM
• Involves in cost and contract related services to BSP projects
• Provide post contract construction services
• Review of Site Instructions, Change management, ACV Management & LCF Management
• Provide mentorship for trainees and promote Bruneian staff development
• Supervise the Contractor's staff competence and performance to ensure works assigned are performed in a quality and timely manner
• Provide management reporting of work progress and status highlighting problem areas and proposed actions for improvements
• Propose improvement to existing standards where benefits can be realised and document savings identified lateral application
Education Required: First Degree or equivalent
Age: 35 - 45 years old
Basic Salary: B$ 4, 600 / Month
